According to the Civil Service Regulations (CSR), eligible civil servants may receive Home Purchase Scheme (HPS) benefits e.g. Downpayment Loan (DPL). Supporting documents include a Valuation Report of the property (a certificate or report showing market value of a property as at the date of sale). The Valuation Report must be signed by a licensed valuation surveyor in Hong Kong.
